Method 3 of 3: Troubleshooting

Step 1. Check if your region's settings have been changed
If you recently changed the region of an existing Apple ID, you'll need to provide a payment method and update your billing information. You can then remove your credit card information from the account again.

Step 2. Check whether you have sufficient balance
You cannot specify None as a payment method if your Apple ID has an outstanding balance. Update your payment details so that you can pay the amount due, then you can set the payment method to "None".
